Since we don’t get much snow down here, people do similar things with grass clippings. They just cut their grass and leave it on the sidewalk, or in the street. The really bad ones use their leaf blower and just blow it into the street and hope the wind takes it. Thankfully neither thing causes much of a driving hazard.
