When we lived in San Antonio, they had water depth markers on both sides of road in places that usually flooded. That didn’t stop people from driving through so they started putting up sawhorses in those locations. When people continued to drive around the sawhorses and get stuck, they started sending them a bill for rescue services. I think that finally got the point across and fewer people got trapped in the water.
